The biosecurity rules for Sea Cucumber are as follows. Please note that you may also need to check with the Department of Conservation, to make sure the Sea Cucumber is not on the CITES list.
 
Aquatic Animal Products (such as Sea Cucumber)
Items must be:
Species identifiable and dead.
 
Additional requirements:
If it is Salmonid fish product it must also be headed, gilled, and gutted.
If it is Molluscs it must have the shell removed.
Please do not bring non-marine annelids. These are not allowed into New Zealand.
 
Recommendations:
Some seafood are protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), like clams, sturgeon caviar and some types of sea cucumbers (teatfish). They may require CITES documentation to be imported or may be prohibited. Check the Department of Conservation website The Convention on International Trade in Endangered Species (CITES): Permits (doc.govt.nz).
Check allowances with New Zealand Customs Service for some fish like Southern bluefin tuna, Antarctic toothfish, Patagonian toothfish, and Trout Prohibitions and restrictions (customs.govt.nz).
We do not have any packaging requirements but you may want to contact your airline or post company to determine if they have any special rules.
If unsure about any of your items, please do not bring it into New Zealand.
 
Weight limit:
If it is a Salmonid product, with the head, fills and gut removed, the weight limit is 20kg and is only allowed if from Australia, Canada, European Union, Norway, UK, and USA.
If it is a non-salmonid product, the weight limit is 20kg. The combined total weight of non-salmonid aquatic animal products must not exceed 20kg.
Note, bivalve molluscan shellfish (BMS) total weight cannot exceed 5kg.

All items arriving into New Zealand must be declared – on the New Zealand Traveller Declaration or postal declaration documents (description, weight and value) on mail items. Please note a Quarantine Officer may need to look at these items which may cause delays when travelling through an airport, especially during the summer and peak flight times.
